公共财政框架下的教育公平问题研究

我国公共财政性教育支出的绝对总量在逐年增加,但教育投入分布不均的问题仍然严重存在。因此,在公共财政框架下,政府在促进教育公平方面应注意以下几点:建立规范的转移支付制度、加强公共财政的管理职能、强化教育拨款力度以及拓宽财政性教育投资的收入来源,从而达到教育的均衡发展。

Although the absolute gross quantity of the public financial education distribution is increasing year by year, there is still a huge problem that the education distribution isn＇t unfair. Therefore, in the frame of public finance, the government should improve the education fairness from the aspects of building a standard transfer payment system , reinforcing the pub ic financial management function , strengthening educational funds dynamics and broadening the income souces of financial education investment ,then make the education up to fair development.
