国际账户分析表明,中国对外开放存在较为严重的效益低下问题,直接原因是对外资产负债结构扭曲,深层次原因在于对外开放方式和路径选择,在新的国内和国际经济环境下传统对外开放模式亟须转变,以完成在全球经济分工中由储蓄者和存款者向投资者和银行家的角色转变。

Analyses of international account indicate that China's current opening up is quite inefficient.The direct cause is distortion of foreign asset-liability structure,while it is actually rooted in the improper choice of opening up policy and the path to implement it.As the current domestic and international economic environment is changing,it is high time that the country's opening up strategy was adjusted so that its role in the international division of labor could switch from saver and depositor to banker and investor.
