摘要
现行人民币汇率形成机制在实践中存在"管理"有余而"浮动"不足的缺陷。要在后危机时代顺利实现经济转型,必须进一步推进我国汇率机制改革。一要提升汇率的市场化程度,加快市场取向改革向要素市场扩展的转变;二要克服非理性的"浮动恐惧症",促进外部失衡向均衡的转变;三要化解汇率稳定与币值稳定的冲突,促进内部失衡向均衡的转变。
The formation mechanism of RMB exchange rate in practice is imperfect due to overmuch management and insufficient in float.In the post-financial-crisis era,further deepening the reform of exchange rate mechanism is a pivotal issue for China's economic transformation.First,promote the extent of liberalization of RMB exchange rate,and accelerate the transition from market oriented reform to the extension of element market;second,get over irrational 'floating phobia',and transit from external imbalance to balance;thirdly,settle the conflict between stable exchange rate and stable currency value,and transit from internal imbalance to balance.
