鲁尔模式对迁安城市可持续发展的启示

中国资源型城市的可持续发展问题,是中国现代化建设中一个重大而又特殊的问题。迁安市是典型的以矿产资源开发利用为主要特征的资源型城市,虽然拥有资源优势,但城市的发展依然呈现诸多瓶颈。通过迁安与德国鲁尔工业区的比较分析,并借鉴鲁尔模式成功经验,探索出一条适合迁安的可持续发展之路:实行政策引导,遵循市场规律;完善创新体制,实施科技创新;调整产业结构,发展新兴工业;投资基础设施,注重环境保护;扩大就业渠道,解决失业问题。转型,是迁安再获新生的必由之路。

The issue on the sustainable development of resource-based cities in China is of great importance and particularity during the process of China＇s modernization construction.The city of Qianan is a typical resource-based city featuring mineral resources exploitation.Although it has obvious natural resources advantages,the development of the city still face many bottlenecks.Through comparative analysis between Ruhr industrial areas with Qianan,together with successful experiences of Ruhr,this article tries to explore a special way suitable for Qianan to realize sustainable development.It is a sustainable path to carry out policy guiding and abide by market law,improve innovation system to implement scientific and technological innovation,adjust industry structure to develop emerging industrials.Invest in infrastructure and emphasize environment protection,as well as expand employment channels to resolve unemployment problems.The transition is the inevitable path for Qianan to rebirth.
