区域环境噪声总量控制策略初探

许多城市环境噪声的管理是依据《城市环境噪声功能适用区划分技术规范》,在划分调整环境噪声功能适用区的基础上从严控制环境噪声的。本文旨在对具体执法过程中存在的一些问题进行探讨,提出了环境噪声容量和噪声排污总量的概念,并在此基础上论证了环境噪声总体水平的控制策略,以期对城市环境噪声的总量控制有所裨益。

Many cities control noise based on function-applicable areas division from Urban Ambient Noise Function Applicable Area Division Regulation. Our article wishes to discuss some issues in execution process. Based on these discussions, our article gives the concepts both of ambient noise capacity, and of the noise pollute capacity, to conclude the strategy of controlling ambient noise generally. We wish our research could be helpful to noise control practice.
