The insufficiency and difficulties in building information platform of emergency medical rescue uniting civil and military for our country were pointed out,main points including theoretical investigation,system construction,security structure and sharing mechanism were researched deeply,furthermore new corresponding solutions were putted forward.The method provides the foundation theory and practical experience for building the new emergency medical rescue model uniting civil and military.
