公共政策实践中出现的各种重大问题愈来愈密切地与政策执行相关。在达到政策目标的过程中,方案确定的功能只占10%,而其余的90%取决于有效的执行。一项政策出台后,只有通过正确的执行才能达到政策的目标。能否正确执行并规避偏差,直接决定了公共政策的存在价值和价值的实现。

Various serious problems in the practice of public policies are more and more related to the execution of the policies.When we are realizing the aims of the policies,the scheme determination only functions by 10%,while the execution of the policies accounts for the rest 90%.Once a policy is issued,we can only realize the aim of the policy by executing it correctly.Whether we can execute the policies correctly and avoid deviation or not will directly determine the value of public policies and the realization of the value.
