摘要
精简机构是一项非常困难的工作,牵涉到方方面面。我国目前机构仍然臃肿、庞大、人浮于事,依然效率低下。我国要认识到精简机构的复杂性、艰巨性、急迫性。各级机构的编制应该从政府的管理中分离出来,使用人员的机构与给予编制的机构应该分离,是今后改革的一个思路。
