摘要
《国家中长期教育改革和发展规划纲要》中明确提出以农村教师为重点,提高中小学教师队伍整体素质的要求。新时期促进农村教师良性发展,是深化农村基础教育课程改革的深切呼唤,是促进基础教育均衡化发展和实现教育公平的重要举措,是教育服务于社会主义新农村建设的实践诉求。亦即,它是一项事关农村基础教育课程改革、基础教育均衡发展、教育公平实现和社会主义新农村建设的战略性、全局性和基础性工程。基于此,当下各级政府和教育行政部门要完善与创新农村教师长效补充机制,制定与形成农村教师学习提高保障体系,建立与健全农村教师社会保障体系,有力地促进农村教师良性发展和整体素质的提升。
The national long-and mid-term education reform and development plan outline clearly put forward the requirements as rural teachers as the key and raise overall quality of the primary and secondary school teachers.Promoting rural teachers benign development in the new period is deeply call of deepening rural basic education curriculum reform,important measure of promoting basic education equalization development and realizing education fairness,and practical demands of education service for new rural construction of socialism.So that it is a strategic,overall and basic project.Based on this,today all levels of government and education administration department should perfect and innovate rural teachers long-term complementary mechanism,formulate and formate rural teachers learning and improving security system,establish and perfect rural teachers social security system,so as to promote rural teachers benign development and raise the overall quality effectively.
