关于方城县农村土地承包经营权流转问题的思考

Issues on the Rural Land Contract Operation Rights Transfer in Fangcheng County

随着国家惠农政策的贯彻落实和外出务工农民的逐年增多,河南省方城县农村土地承包经营权流转的形式呈现出多样化趋势。该县在稳定和完善农村家庭承包经营制度的基础上,不断探索土地流转的模式,规范土地流转程序,取得了一定成效。但在土地流转过程中也出现了一些不容忽视的情况和问题。文章在调查分析基础上,对如何进一步引导、规范土地使用权的合理流转提出建议,为方城县农村土地承包经营权健康流转提供参考,以推进土地承包经营权合理、有序、快速地流转。

With the implement of agriculture-oriented policy and increasing of the migrant farmers year by year,the form of transfer of contracting and managing right of rural lands diversified in Neixiang County,Henan.Based on stabilizing and improving the rural household contract operations,Neixiang County continuously explore the mode and standardize the process,and achieved certain results.But there is still some problems can not be ignored.The article based on investigation gives some reasonable advices on how to further guide and specify the rational transfer,in order to promote this county＇s reasonable,orderly and rapid transfer of contractual right of land.
