利用洪水资源的探讨

Discussion on using water resource of flood

洪水资源化是我国新时期治水理念更新的产物,需要我们改变过去的"入海为安"的思想认识,合理地筹化安排防洪减灾和调洪兴利的有关问题,综合运用系统论、风险管理、科学调度等现代理论、管理方法、科技手段和工程措施,实施有效的洪水管理。在承担一定风险的前提下,适当地规范人类的某些行为,给洪水以出路和滞蓄空间,在保障防洪安全的同时,留住洪水资源,造福人类。增长预见期是降低风险,提高水资源利用率的关键是做好天气预报与水文预报模型的耦合。

Flood resources is the production of the updated concept of water control in New period of China.It needs us to change the old thinking that ＂water into the sea is safe＂.A reasonable arrangement to flood control and some issues on forecasting flood to bring its benefit are necessary.We should comprehensively use some modern theories,management methods,technology means and engineering measures to implement the effective flood management,such as the systemic theories,risk management,scientific adjustment.On the premise of bearing a certain risk,we need to regulate some behaviors of human beings appropriately,give the space for flood to run away and delay store,and benefit the human being at the same of guaranteeing the safety of flood control.The growth forecast period is to reduce risk.The key to increase utilization of water resource is to make good coupling of weather forecast and hydrological forecasting model.
