耕地占补平衡动态监管系统设计与实现

Designing and Developing the Dynamic Monitoring Information System on Balance of Cultivated Land Occupied and Complemented

国土资源部耕地占补平衡动态监管系统是为落实耕地占补平衡制度开发的,面向国土资源部以及省、市、县(区)国土资源管理部门应用的网络系统。系统是建设用地项目占用耕地以及土地整治项目补充耕地之间的关联环节,包括耕地占补挂钩、查询统计、耕地指标库管理以及监测预警等等功能,为实现全国耕地占补平衡动态监管提供有效的支撑。

The dynamic monitoring information system on balance of cultivated land occupied and complemented is developed for the national,provincial,municipal,county（district） land and resources management departments to fulfill the regime of cultivated land occupied and complemented.The system is a link between the cultivated land occupied by construction projects and the projects of land reclaim and improvement,and includes functions such as linking projects between occupation and reclaim,statistics, data management of cultivated land complemented,monitoring and early warning indicators for the quality and amount of cultivated land complemented and,etc.The system provides an effective support for balance of cultivated land occupied and complemented in China.
