耕地保护决策支持系统建设总体框架设计

The Framework of Farmland Protection Decision Support Information System

本文系统介绍了耕地保护决策支持系统建设的框架及思路,从耕地粮食生产能力评估、产业用地动态分析、建设用地供应能力等多方面进行了决策支持数据库建设及系统开发。通过对吉林省、重庆市及合肥市三个试点地区基础数据的整合分析,构建了对耕地粮食生产能力、产业用地变化特点及建设用地供应能力进行全方位分析的决策支持系统框架,对土地参与宏观调控提供了决策支持数据。耕地保护决策支持系统的建设是国土资源信息化领域向纵深发展的有益尝试,为我国土地基础数据的挖掘分析提供了宝贵的经验。

The paper aims to build an information system which can provide decision support to farmland protection in China.The information system builds the decision database in JiLin province,ChongQing and HeFei city to analyze evaluation of farmland production capacity,industrial land analysis and construction land supply ability.We got some important information in land management based on the result of analysis of system,which is helpful to regulate and control the land policy.The farmland decision support system could be used in regional land management and supply the necessary data to support decision.
