建设社会主义新农村是党的十六届五中全会提出的重大历史任务。农村劳动力是新农村建设的主体,加强农村劳动力转移培训,提高农村劳动力素质,促进农村劳动力转移,拓宽农村劳动力增收渠道,是新农村建设的重要内容。本文深入揭示了我国农村劳动力转移培训面临的困难和问题,系统剖析了农村劳动力转移培训滞后的诸多成因,并就新农村建设过程中如何加大农村劳动力转移培训力度问题,变沉重的人口包袱为人力资源优势,有针对性地提出了措施和建议。

Building a new socialist countryside is a major historic task proposed by the Fifth Session of the Sixteenth Central Committee of the CPC.Rural labor force is the main body of the New Rural Construction.Strengthening the rural labor transfer training,improving the quality of rural labor,advancing the transfer of rural labor and broadening the income sources of rural labor are the important parts of the New Rural Construction.This paper deeply reveals the difficulties and problems in the rural labor transfer training,systematically analyzes the main causes of the training lagging.The paper also puts forward the measures and recommendations on how to increase the training intensity in the New Rural Construction,and how to turn the heavy population burden into a human resources.
