当前，我国高校学生教育成本相对过高，贫困学生基数巨大，贫困化程度高，贫困生、特困生就学形势严峻。国家相关的高等教育救助措施在执行过程中捉襟见肘，其中高校助学贷款政策的执行和落实，由于多种原因而遭遇了重重困难，远远没有达到预期的效果。所以，只有从完善管理机构和调整相关政策入手，才能把高校助学贷款工作落到实处，最终实现解决教育致贫和促进教育公平的目标。

At present, China＇s college students bear relatively high cost of education, and the number of the poor students is tremendous, with a high degree of poverty. The education of the poor students is in a grim situation.
