摘要
介绍王开传染病医院实施绩效管理改革的新做法、经验和成效。该院改革以往只追求收入最大化的做法,新的绩效考核方案只考核床位使用率、药占比、平均住院日、百元收入消耗比和群众满意度5个关键指标。建立了以落实岗位责任、提高工作效率、改善服务质量、突出社会公益的绩效管理与考核机制,实现了科室、个人业务收入与职工工资完全脱钩的社会公益目标,较好地平衡了经济效益和社会效益的关系,解决了全成本核算体系运行中的矛盾,创新了管理机制,促进了医院全面发展。
The practice, experience and effectiveness of performance management in Wangkai Communicable Disease Hospital were introduced. Old performance management which only focused on revenue maximum was altered by new management mode which focused on bed use rate, ratio of drug revenue to total revenue, average length of stay, ratio of revenue and expenditure per 100 Yuan and patient' s satisfaction rate. Performance management and evaluation mechanism, of which key points including implementing post responsibility, improving working efficiency, promoting working quality and highlighting on social benefit were built and relations between department and individual' s service revenue and staff' s salary was fully cut. Relation between social benefit and economic benefit was balanced, the conflict of full cost accounting management was solved, management mechanism was innovated and hospital healthy and sustainable development was assured.
