平衡积分卡从内部流程、客户、学习与成长和财务四个角度来衡量评价一个部门的成长,它更准确更全面,并且把成果指标与驱动因素结合起来,更能防范风险,促进发展,本文就是把平衡积分卡的优势和我国高校公益化的独到特点结合起来,通过设立一系列指标衡量体系作为评断标准,从而使我国高校能够更加健康有序长久的发展。

Balanced score card measures the growth of a sector from the internal processes,customers,learning and growth and financial evaluation,it is more accurate and more comprehensive.And the outcome indicators together with the drivers can better prevent risk,promote development.Considering the advantage and welfare of balanced scorecard and unique characteristics of universities,the paper sets a series of indicators to measure the system through the establishment of judging criteria,so as to make our universities be more healthy and have an orderly development of long-term.
