中俄战略协作伙伴关系及其面临的新挑战

On Sino-Russian Strategic Partnership of Cooperation and Its New Challenges

自1996年叶利钦提出建立中俄面向21世纪战略协作伙伴关系以来,经过普京时期的巩固与发展,中俄战略协作伙伴关系一直在向好的方向发展。但自梅德韦杰夫上台以来,尤其是2010年俄罗斯的对外战略发生了重要变化,提出新的对外战略构想,就是借西方国家力量来实现俄罗斯的现代化,同时奥巴马上台以来美国提出G2的概念,以及中俄在军事、能源等领域合作的不和谐之音等等无疑对中俄战略伙伴关系发展构成了威胁和挑战。中俄基于在国际社会所处的地位,应格外珍惜来之不易的战略协作伙伴关系。

Since 1996,Yeltsin has advocated to set up the 21st Sino-Russian strategic partnership of cooperation.Sino-Russian strategic partnership of cooperation is heading for the good direction after the reinforcement and development by Vladimir Putin.However,Sino-Russian strategic partnership of cooperation has met threats and challenges since Medvedev took the floor,especially in 2010 when Russian strategies took great change that they put forward new ideas that they wanted to take advantage of the western countries powers to make Russia modernized.Meanwhile,the concept of G2 and Sino-Russian cooperation in military and sources in some degree influenced Sino-Russian strategic partnership of cooperation.Based on the status of China and Russia in the international society,good Sino-Russian strategic partnership of cooperation should be valued.
