俄罗斯当前有关社会进程中的首要问题是制定和实施更为有效的区域移民政策。俄罗斯在远东地区采取的移民政策一般有两个重要组成部分:控制外来劳动力的迁入和鼓励国内居民移居远东。

At present,the main problem of Russian social process is to devise and carry out more effective regional policies of immigrants.It mainly composed of two parts： controlling the workforce of immigrants and encouraging the native to Far East.
