论高校依法治理的几个问题

公办高校管理中存在着产权、教师、学生与高校的法律关系问题,以及高校内部管理制度的不规范问题进行了解读和分析,提出了转变政府职能、明确高校地位、规范高校制度、构建高校依法治校相关机构等各项对策,切实保障高校及其师生权益。

Governing schools by law is an guarantee to realize the development of colleges and universities.Some problems about property rights in the management of colleges and universities,the legal relationship between teachers,students and these institutions,and the informality in the management of colleges and universities are explained and analyzed.Some countermeasures are addressed to change the function of government,make the status of the colleges explicitly and the higher education system formally,establish institutions which supervise the process of legal management of the universities and colleges,in order to guarantee the rights of universities and colleges as well as teachers and students.
