政府科技投入与经济增长关系的实证分析——以陕西省为例

Empirical analysis of the relationship between governmental technical investment and economic growth——Taking Shanxi Province as a case study

以1995-2008年数据为基础对陕西省政府科技投入与经济增长的关系进行了实证分析。结果表明,陕西省政府科技投入对经济的拉动作用较大,但目前总体投入规模与相关地区及省份差距较大,政府科技投入占财政支出和GDP的比重较小。因此,陕西省应优化政府科技投入,采取完善多元化科技投入体系、扶持学校加强联合开发研究以及加强军民科技创新体系建设等对策。

【Abstract】 Based on the datum from 1995 to 2008,this paper analyzes empirically the relationship between governmental technical investment and economic growth in Shanxi Province.The result shows that technical investment of Shanxi Province government has greatly improved the economic growth level.However,there is a big gap between the whole investment scale and that in different districts and provinces and the technical investment takes a comparative small proportion in fiscal expenditure and GDP.So,Shanxi governmentshould take countermeasures to optimize technical investment, including perfecting pluralism technical investment system, supporting universities to enhance joint development and research and strengthening the construction of scientific and technological innovation sys- tem f^r civil and military use.
