国有控股公司的组建应有另一主要目的，即促进国民经济发展战略的实现。纯粹控股公司易蜕化为“金融资产”，不能体现产业战略；混合控股公司在构造的根本目的上，是控股（参股）服从于自身生产经营，产业战略也无法实现；战略控股公司是纯粹控股公司向混合控股公司趋向路径中的变化，它在纯粹控股公司的基础上，强调对战略性产业的控制，从而实现国家（地区）产业战略。
