Coordinated Development between Economic Construction and Environmental Protection

改革开发三十年来,我国经济以年均9.7%的罕见速度增长,远远高出世界同期3%的平均增长率,同时,高速的发展也伴随着环境问题的日益凸显。从中国的经济快速发展和环境保护要素缺失的现状出发,提出了经济建设与环境互协调发展,最有效办法是产权明晰,通过市场机制的调控自发实现资源配置和环境保护的最优组合。

Since its implementation of reform and opening-up policy 3 decades ago,China＇s economy has been experiencing a rapid development at an annual average rate of 9.7%, which is far beyond the world＇s average growth rate of 3% over the same period. However, with the rapid development of economy, the attendant environmental issues become increasingly prominent. This paper examined the current status of environment protection and economic development which charaterised by insuffienct environmental protection measures in places, Problems concerning economic development and environmental protection have been investigated. Moreover, it acknowledged that that construction of economy and protection of environment both are equally important. Further suggestions have been made, that both economy development and conservation of environment should be developed coordinately. The paper concluded that assignment of property right in resources, put an another way, resources allocation through market mechanism, should be effective and essential way in sustaining economic development while preserving environmental quality.
