摘要
优化科研软环境是推动创新型国家建设的需要,是高层次人才成长和发展的决定性条件,是激活科研人员进行科研的内在动力。当前重点实验室存在着重物不重人、梯队力量薄弱、团队精神不强以及评价制度缺失等问题,严重制约了重点实验室自主创新能力的提升。为进一步提升重点实验室自主创新能力,必须优化科研软环境,转变观念,实施制度创新,坚持以人为本,营造宽松和谐、自由民主的学术氛围,建立科学合理的科技激励制度等。
Optimizing research soft environment is the necessity to promote an innovation- oriented country, a decisive condition of growing and developing high- talented people and an inner motivation of activating scientific researchers. In current key laboratories, there existing problems of regarding materials while overlooking persons, of a weak echelon power and team spirit and of the deficiency of evaluation system, which restricts the independent innovation ability of key laboratories. To further promote it, optimizing research soft environment, changing ideas and carrying out institutional innovation is a must. Meanwhile, we should insist on a people -centered environment, building a relaxed and harmonious, free and democratic academic atmosphere, and establishing a scientific and reasonable technology activated system and so on.
