两岸关系和平发展与台湾“国际活动空间”问题

Peaceful Development Across the Strait and Taiwan "International Activity Space"

由于双方政治互信的初步建立,马英九当局推行以"活路外交"政策以及台湾方面愿意通过两岸沟通与协商解决问题等方面的原因,自2008年5月以来,两岸关系以及台湾岛内政局发生了积极变化,不仅缓解了两岸关于台湾"国际活动空间"问题的尖锐矛盾,同时也为解决这一特殊问题带来了契机。但是,该问题仍然是当前及今后一个阶段影响两岸关系良好气氛,甚至可能引起摩擦与冲突的主要因素之一。未来要更好地解决这一问题,必须要实事求是地面对现实,解决问题;彼此照顾对方的重要关切;加强沟通与协商,建立处理台湾涉外事务相关机制;个案处理,逐步解决;两岸关系改善与台湾国际空间问题的解决应该相互促进。

Due to preliminarily established political trust from both sides across the Strait and Ma Ying-jeou authority’s implementation of＂subsistence diplomatic＂policy for international activity space as well as Taiwan’s willingness to solve problems through communication and consultation,the relationship across the Straits and political circumstances within Taiwan island have undergone a positive change since May 2008,which not only mitigates the sharp contradictions on the issue of Taiwan＂international activity space,＂but also brings opportunity to solve it.However,this problem will remain to be one of the major factors affecting good relations or even causing friction and conflict between the two sides in the future.In order to solve this problem,we need to face the reality in dealing with problems,take care of each other’s important concerns,strengthen communication and consultation,and establish Taiwan Foreign Affairs mechanisms,stick to case treatment according to specific circumstances and moderate solution plans.The improvement of cross-strait relations and the solution of Taiwan international space problem should be mutually reinforcing.
