关于经济合作机制与经济整合概念的讨论——兼论海峡两岸经济合作机制问题

The Economic Cooperation Mechanism and the Concept of Economic Integration——Also on the Cross-strait Economic Cooperation Mechanism

两岸经济合作机制逐步成为海峡两岸经济合作的核心概念与内容。经济合作机制有广义与狭义之分,也有功能性经济合作机制与经济整合机制(区域经济一体化)之分。两岸经济整合机制是两岸经济一体化的建构机制,是一个阶段性的发展过程,有低度经济整合机制、中度经济整合机制与高度经济整合机制,而在不同阶段会有不同的整合机制与模式。海峡两岸建立了不少功能性经济合作机制,但两岸经济整合机制建设尚处于起步阶段。海峡两岸签署的《海峡两岸经济合作框架协议》(ECFA)属于优惠贸易区性质,未来在完善两岸自由贸易区基础上,建立高层次的两岸经济整合机制目标即两岸经济共同体。

Economic cooperation mechanism is becoming the core concept and content in economic cooperation between the two sides of the Strait.Economic cooperation mechanism can be divided into general and special as well as into functional cooperation mechanism and economic integration mechanism（regional economicintegration）.The construction of the economic integration mechanism across the strait is a staged development process,undergoing low to high degree of integration,and will be different in different stages of integrationmechanisms and models.So far,many functional economic cooperation mechanisms have been built across the Taiwan Strait,but construction of cross-strait economic integration mechanism is still in its infancy stage.The Economic Cooperation Framework Agreement（ECFA） signed between two sides across the Strait is preferential in nature;in perfection in the future is the establishment of a high level cross-strait economic integration mechanism based on free trade area,that is,Economic Communities across the Strait.
