论资产建设视角下农村社会救助制度的完善

Perspective on Asset Building Improvement of Rural Social Assistance System

文章从分析我国农村社会救助制度的现状和问题入手,认为我国农村减贫速度依然缓慢的原因之一在于忽视了贫困人群的发展需求。其次,通过对资产建设理论的研究,将这一社会政策新理念与中国农村社会救助联系起来,提出了两种典型的以资产为基础的社会救助方式:小额信贷和个人发展账户。最后得出结论:将资产建设理论应用于农村社会救助能够产生重要的意义并推动农村社会救助制度的完善。

This article starts from the problems of rural social assistance system in our country, and think that one of the main reasons of the speed of poverty reduction became slowly, is ignoring the poor＇ s capacity of self - development. Secondly, through the study of asset building theory, this article connects the asset building policies with rural social assistance, and puts forward two assistance methods ： micro - finance and developing personal account. Finally, the conclusion is got that applying the asset building theory to rural social assistant will bring important significance and promote the improvement of rural, assistant system.
