跨界民族视角下新疆应对非传统安全威胁的有利条件和不利因素

The Favorable Conditions and Unfavorable Factors in Xinjiang in Dealing with Non-traditional Security Threats in View of Trans-boundary Nationalities

适逢加快跨越式发展良机的新疆,在祖国这个大家庭内,继承中华文化"和而不同"的传统,在民族区域自治制度的保障下,具备了处理跨界民族公民意识与族别认同微妙关系的能力和应对非传统安全威胁的各种有利条件。但重要战略地位刺激下某些国家不可告人的目的、"三股势力"的活跃、周边主权国家较为明显的民族主义倾向对新疆跨界民族公民意识与族别认同产生的不良影响以及生态环境脆弱、经济发展滞后等因素又使新疆非传统安全形势异常严峻,还需要我们去积极应对。

Facing with the good opportunities of leap-forward development,in the big family of motherland,with the heritage of the tradition of ＂harmony without uniformity＂,Xinjiang is now equipped with the abilities of handling with the subtle relationships of citizenship awareness and nationality identity and various favorable conditions of dealing with non-traditional security threats.On the other hand,the situation of non-traditional security in Xinjiang is extremely severe due to ＂the Three Vices＂,nationalism of the surrounding sovereignties,weak environment and the lag of economic development.
