建设廉价政府的路径探析

以尽可能少的行政成本,实现最优化的行政管理,建设廉价政府,是社会主义政权的基本目标之一,是人民群众的强烈愿望和殷切期盼,也是构建和谐社会和落实科学发展观的深层次要求。建设廉价政府不仅仅是经济问题,同时它也是政治问题,需要各方努力,综合治理。本文在理论与实际相结合的基础上,提出建设廉价政府的初步设想。精简机构和人员是建设廉价政府的前提基础;降低行政运行成本是建设廉价政府的组织保障;加强法制建设是建设廉价政府的制度保障;加强作风建设,反腐倡廉,是建设廉价政府的思想保障;建设电子政务是提高行政效率的技术保障。

Achieving the optimized administrative management at the least cost and constructing a clean government is one of the basic goals of socialist political power and an eager hope of the public people.It is also the deep-level requirement of building a harmonious society and following a scientific approach of development.Constructing a clean government is not only an economic problem,but also a political problem,needing our endeavor and comprehensive adjustment.Based on the integration between theory and practice,this paper presents primary thoughts on constructing a clean government.To construct a clean government,slimming the institutions and staff is the premise and basis,reducing the administrative cost is the organizational guarantee,strengthening the legal construction is the system guarantee,moral integrity construction and combating corruption is the ideological guarantee,and constructing e-government is the technological safeguard for improving administrative efficiency.
