发展农村群众体育的政府干预策略研究

农村群众体育意识薄弱、体育人口数量偏低及体育场馆匮乏的现状严重制约十七大提出全面建设小康社会的奋斗目标.为确保十七大目标的顺利实现,提出如下策略:建立相对完善的农村社区体育基层组织管理体制;加大宣传力度,帮助农村群众形成正确的体育理念;整合地方高校与基层学校现有的体育资源,为农村群众量身定做体育锻炼项目;筹措资金,加大农村体育场馆建设;利用节假日及农闲时间,定期举行农民群众体育运动会.

The weak consciousness of mass sports, the low amount of mass sports population and the lack of stadiums seriously restricted the target brought out in the Seventeenth Congress of the Chinese Communist Party to build a moderately prosperous society in all. In order to insure the smooth implementation of the target, put forward strategies as follows： establishing a relatively comprehensive management system of rural communities, intensifying propaganda to change sports concept of rural mass, integrating existing sports resources of local colleges and schools at grassroots level to formulate sports prescription for rural mass, raising funds to strengthen the construction of rural stadiums, and holding sports games for rural mass regularly in holidays and slack season.
