突发的公共危机具有极大的破坏性,会导致公共物品的严重短缺,给人民生活和国民经济造成极大的影响。在危机条件下,政府供给是公共物品提供的主要模式,但单一的政府供给模式会引发公共物品供给的不足和供给效率的低下,而单一的市场供给模式又具有盲目性和短期性的特点。因此,建立政府供给和市场供给相结合,以政府供给为主导,市场供给相支撑,政府、企业和社会第三部分参与的多维的供给模式显得十分必要。

Sudden devastating public crisis will lead to a serious shortage of public goods,which will seriously influence people’s lives and the national economy.Under crisis condition,government-supply is the principal pattern,but a single mode of government supply will lead to the insufficiency and the low-efficiency of the public goods supply;while the single mode of market-supply also has the characteristics of blindness and short-term conduct.Therefore,it is necessary to establish a new supply pattern of public goods led by the government,supported by the market,and participated by government,business and society.
