论“二次革命”中的谭延闿

Disquisition on Tan Yankai in the "Second Revolution"

"二次革命"中,湖南迟迟独立而迅速取消,谭延闿态度消极是重要原因,但更主要的是因为"二次革命"的群众基础相当缺乏;南方进步势力内部涣散,思想、行动极不统一,尚未形成一种武力讨袁的社会氛围。当时湖南的军事力量极其薄弱,财政拮据等方面的因素。事实上,谭延闿在"二次革命"中有许多表现还堪称积极,可圈可点。

During the ＂Second Revolution＂,the late independence and prompt abolishment of Hunan province could attribute to Yankai Tan＇s passive attitude,but the feeble mass foundation acted as a more important factor.Within the lax southern progressive forces and the disaccord between thinking and action,a social atmosphere of crusade against Shikai Yuan had not yet formed.At that time,the military forces in Hunan province was extremely weak and it suffered financial straits or other difficulties.Actually,many of the Yankai Tan＇s performances in the ＂second revolution＂ were also rated as positive and remarkable.
