"十二五"期间继续实施并完善优化以农林剩余物为原料的综合利用产品增值税即征即退的优惠政策,不但是落实科学发展观的需要,也是保持我国林业产业持续健康发展的重要保障,它必将在新的起点上加快我国木材综合利用产业的发展,推动我国林业产业为国民经济的高度繁荣和社会的和谐进步作出更大贡献。
Keeping applying and perfecting the preferential VAT refund policy of products manufactured through comprehensive use of agricultural,forestry residues is a requirement for applying the＂Scientific Outlook on Development＂theory and a key guarantee for the sustainable and healthy development of China forest products industry during the＂12^（th） Five-Year Plan＂.It will accelerate the development of wood comprehensive use in China and at the same time drive China forest products industry to make more contribution for the prosperity of national economy and the harmony development of the society.
