农民工市民化与户籍改革:对广东积分入户政策的分析

The Civilization of Peasant-workers and the Reform of Household Register:An Analysis on the Policy of Accumulating Scores for Town's Resident in Guangdong Province

针对学术界在农民工市民化户籍改革上的分歧,本文运用事实与价值相统一的政策评估理念对广东农民工积分入户政策进行分析发现,这是一场区域的、城市的、过渡的户籍改革,在率先打开普通农民工落户大中城市大门的同时也存在特定的限度。需要突出农民工市民化的主题,通过城乡协调发展与中央统一城乡改革规划来突破。同时证明农民工市民化的户籍改革是必要的,但不是充分的,也不是最重要的,更不是激进改革能实现的。需要关注第一代农民工现代化及农村新生劳动力培养问题。

According to divergence of views? of? reform on household register about peasant-workers' civilization in scholar circle,this paper evaluated the policy of accumulating scores for town's resident in Guangdong Province in China by the theory to integrate fact and value together in policy analysis.It finds that accumulating scores for town's resident in Guangdong is a regional,municipal and interim reform which firstly? lights a hope for general peasant-workers to enter city in big or secondary city in developed area,but also has some limits.In order to break through the limits,it needs to be stress the subject of peasant-workers' civilization and to be coordinated growth between town and country as well as to be planed by central government both reforms in urban and in countryside.It proves that for peasant-workers' civilization to reform on household register is necessary but not enough or most important.Of course,the reform also can't be completed by radical road.At the same time,the paper also brings forward two problems needed to put attention on such as the first generation peasant-workers' modernization and the new rural labors' cultivation.
