西部农村养老保障问题及对策研究

Western countryside endowment guarantee problem and countermeasure research

随着农村老龄化问题的突出及传统养老模式保障功能的弱化,我国农村养老面临着严峻的挑战。本文通过对西部农村养老保障现状的调查及相关统计数据的分析,发现当前我国西部农村在养老保障方面存在政府缺位严重、农民养老支出少、保障水平差等问题,建议国家与当地政府应加大对西部农村养老保障的支持力度,积极探索适合当地农民需求有效的养老保障模式,切实保障西部农村老年人的合法权益。

With the aging problem becoming more serio us and traditional old-age security patterns becoming more weaker,rural old-age security in our country has to face serious challenges.In this paper,by indagating the status of rural old-aged security and analyzing the relative statistical information of the West areas of China,the author find that there exist many big problems in the progress of rural old-age security,such as lack of supporting funds,low level of protection,Imperfect security system and institutions,Low income of the farmers etc.According to these problems the author gives some countermeasures to protect old peasants＇ benefits.
