改革开放以来，煤炭工业取得很大进展，但是市场机制在煤炭行业仍未发挥合理配置资源的作用，执法不严造成小煤矿非法开采严重，资源有价问题没有很好依法落实，煤炭生产经营秩序混乱。认为解决上述问题的关键是依法进行配套改革，包括推行采矿权有偿取得制度、提高资源补偿费率、实行同煤层同计划回采率和扩大资源税级差等。建议抓住关井压产的有利时机，以煤田为单位，以矿务局为核心组建联营集团公司，从根本上解决重复建设和矿产纠纷问题。

Great headway has been made since the implementation of reforms and opening policy. The market mechanism however has not yet played its due role in the rationalization of resources displacement. Slacken enforcement of laws has resulted in a spree of random coal mining by small mines and the problem of 'resources with price' has not been properly solved. The sluggish management system reforms of the coal sector worsened the disorder in coal production and marketing. The article thinks that the key to all above problems lies in the enforcement of supporting reforms on legal basis including implementing the system of paid mining right, raising the rate of resources compensation fees, implementing the system of same recovery rate in the same coal seam and enlarging resources taxation differentials. The article suggests to grasp the good opportunity of mine closure and production reduction to construct joint companies with coal field as the unit and the coal mining administrations as the cores to radically solve the problem of redundant construction and the problem of dispute over coal resources property right.
