自１９９８ 年煤炭价格下跌以来，今年煤价继续下滑，还没有见底。认为应从国内国际两方面分析煤炭价格下滑的原因。国内方面的原因是：总量供大于求、各类煤矿坑口价差大、煤炭市场竞争秩序混乱、价格结构不合理、物价总水平低、煤炭经济增长方式落后。国际方面的原因是：８０ 年代以来形成的买方市场、不同能源的竞争、煤炭价格的竞争。根据以上分析得出５点认识：淘汰落后生产力是限产保价的根本措施；国际煤价下跌必然泱及国内煤价；价格竞争不可避免；应加快煤价政策改革、煤炭企业要依靠科技降低成本，不能指望价格上涨提高企业效益。
