中欧碳排放问题的博弈研究

Analysis of Gameplaying Between China and European Union on Carbon Emission Problem

当前全球气候问题已经成为国际社会普遍关注的热点问题。欧盟在减少碳排放方面在世界处于领先地位，积极谋求碳排问题的领导权和话语权，而中国是当今世界最大的发展中国家，经济社会正迅猛发展．欧盟与中国在碳排问题上存在合作，但是之间的利益博弈更加激烈。本文从碳减排硬性指标、资金技术支持、单轨双规谈判机制、碳排放问题领导权、发展权益和碳关税等六个方面分析中欧之间在碳排问题上的博弈。

The globle climate problems has become a hot issue which was common concerned by the international society. And European Union ranks in the head of reduce carbon emission of the world, it actively works for the leadership and discursive power of carbon emission problem. However, China is the biggest developping country in the world, whose economic society is rapid devolopping, too. So European Union and China cooperate in carbon emission as well as gameplaying intensely on their profits. This paper mainly discusses the particular aspects of their game playing.
