On Functional Orientation of Letters and Calls in System of Resolving Social Contradictions

信访一直承担着政治、法律的双重功能,既是公民参政的有效途径,也是弱势群体维权的特殊通道。随着社会的发展,信访的功能逐渐背离其制度本源,无法达到预期效果。信访功能只有在当前社会背景下定位,并纳入社会矛盾化解工作体系中才有现实的指导意义。

Letters and calls undertakes the responsibility of dual function of politics and law,and it is the effective way for citizen to participate politics and the special way for vulnerable groups to protect their rights.With the development of society,the function of letters and calls gradually deviates from its original system,and can not achieve the expected effect.The function of letters and calls should fix its orientation and should be put into the system of resolving social conflicts,it can have the practical significance under the current social background.
