摘要 "十二五"的意义在于开启共和国的第三个30年。"十二五"的重点是城市化发展方式的转型,公共品供给的制度安排是关键路线。中国的城市化有四大特征:时空压缩、空间扭曲、户籍制+土地国有、内部人化。房价和住房问题是中国特色城市化的问题,只能有中国式的解。打压房价不能解决住房问题,住房保障的关键不是数量保障,而是公平保障。取消一切形式、对一切人的货币化实物分房,应该是中国新住房制度的基础条件。 The significance of the 12th Five-Year Plan lies in the fact that it leads China entering into the third 30 years.The plan not only emphasizes the transformation of urbanization development mode,but also points out system arrangement of public goods supply is the critical way to promote the transformation.China's urbanization has four characteristics,e.g.space and time compression,spatial distortion,household register system with nationalized land and insider control.As a matter of fact,housing price and housing problems are the difficulties emerging in the process of China's urbanization and the problems can only be solved according to the practical situation of China.To be brief,Restraining housing price will not be able to solve the housing issues without a fair housing supply mechanism.Cancelling all forms of monetized housing allocation and object housing allocation to all persons is the basic condition for China to establish the new housing system.
