提高农民收入是促进农民发展的主要内容之一,农民收入的增长与其具备的可行能力密切相关,取决于其经济条件、政治参与、社会机会、透明性保障和防护性保障等工具性自由。建立农民收入增长的长效机制,应把着力点放在拓宽农民的政治参与渠道,提高信息透明度,改革财富分配机制和完善基本公共服务等工具性自由的充分扩展上。

The growth of Peasants＇ income is a part of peasants＇ development and related to the capabilities,which are determined by their economic conditions,political participation,social opportunities,transparency insurance and protective security.Support policies to setting up a long-term mechanism of income continuous growth should be grounded on providing more＂instrumental freedoms＂ by expanding public participation channels,improving the transparency,reforming the distribution mechanism of wealth and improving the quality of basic services.
