公共图书馆的性质和社会职能以及中国社会发展的需要决定了公平服务是公共图书馆的基本要义,而公平理论是公平服务的基础、依据和方向,因而,公平服务理论是关系到公共图书馆实施公平服务成功与否的关键。在继续移植、引进西方研究成果的基础上,致力于公平服务的本土化研究是对公平服务理论的进一步深化。

The nature,social functions and demands of social development of China determine the basic meaning of fair service in public library.Theory of the fairness is the base and direction of fair service.Thus,theory of fair service is the key to success to implement fair service in public library.Basing on absorbing the Western research fruit continuously the research on national fair service is further deepening of theory of fair service.
