资源型城市产业转型策略探讨:以盘锦市为例

Study on the strategy of industry transformation of resource-based city:A case study about Panjin city

资源型城市曾为我国国民经济的发展做出了巨大的贡献。但随着资源储量递减，开采成本上升，开发难度增大，资源型城市的发展正面临着严重制约。本文以盘锦市为例，在分析该地区特殊的产业基础和产业结构的同时，提出了盘锦市产业转型的具体对策。为贯彻国务院关于振兴东北老工业基地重大战略决策提供了科学依据。

Resource-based cities have once made great contributions to the development of national economy. But with decreasing resource reserves, rising exploring costs and increasing difficulty of the development, resource- based cities have now been facing with serious constraints. The article takes the city of Panjin as an example. Based on the analysis of the particularity of the region＇s industry foundation and industrial structure, the author proposed specific measures for the industrial transformation of Panjin, providing a scientific basis for implementing the strategic policy of Revitalization of the old industrial base of Northeast China.
