摘要
制定了对技术基础科学领域科技创新群体进行考核的指导原则和方法。结合技术基础科学领域的特征,以成果数量为基础,质量水平为核心,重大效应为重点的原则建立了评价指标体系,运用带有专家可信度的层次分析法确定各指标的权重,构建了能够同时处理科技创新群体评价指标模糊性和灰色性特征的灰色模糊评价模型。最后进行了实证检验和分析,并对评价对象提出了建议。
It formulated the guiding principle and method of assessment to scientific and technological innovation group in the field of technological basic science.Considering technical basic sciences field's characteristic,and according to the principle that the achievement quantity is foundation,the quality level is a core,and the significant effect is a key,the evaluation index system was established.It put expert reliability into AHP method to decide the importance of each index,and proposed grey and fuzzy evaluation model that can process simultaneously fuzziness and grey characteristic of the evaluation index.Finally,empirical test and analysis was carried on,and the suggestion was given for the object of evaluation.
