对中国式“圈地”运动的反思

国家作出"城乡建设用地增减挂钩"的决定,在一定程度上缓解了土地需求矛盾。但是,该决定被许多省市所误解、滥用,成了恶意增加地方财政的手段,严重侵犯了农村和农民的切身利益。力图以撤村圈地现象为切入点,对我国当前城乡建设用地增减挂钩政策的实施现状进行反思。

The country made the decision of the city and countryside construction land fluctuation suspension hook,which alleviated the land demand to be contradictory to a certain extent.Simultaneously,this decision was misunderstood by many provinces and cities,which became the evil intention to increase local finance＇s method,and encroached upon the countryside and farmer＇s vital interest seriously.From the aspect of removing the village circle phenomenon,the reconsideration to the present situation of current city and countryside construction land fluctuation suspension hook policy implementation was carried on.
