乌鲁木齐市3E系统协调发展评价研究

Evaluation on the Coordinated Development of 3E System in Urumqi

以乌鲁木齐市为例,对其2003-2007年的3E协调度进行评价研究。首先构建适合研究区的评价指标体系,运用APH法确定各级指标的权重;然后利用模型分别计算研究区各子系统的发展水平和协调度,进而计算出3E系统的整体发展水平和协调度。结果表明,乌鲁木齐市能源、经济系统的发展速度较快,环境系统处于滞后状态,3E系统协调度处于不协调的状态。最后提出了促进乌市3E协调发展的对策建议。

With Urumqi for example,the coordination degree of its 3E（energy,economy and environment） system was evaluated.At first,an evaluation index system suitable for the study area was constructed and the index weight was determined by using APH method;then the model was used to calculate the development level and coordination degree of each sub-system in the study area so as to obtain the overall development level and coordination degree of 3E system.As shown by the results,the energy and economic system in Urumqi developed very fast,but its environmental system lagged behind,the development of 3E system was till uncoordinated.Finally some measures and suggestions were proposed to promote the coordinated development of 3E system in Urumqi.
