Problems and strategies for developing small and medium enterprises in Liaoning

针对中小企业融资困境,以辽宁地区中小企业为依托,采用调查分析的方法,分析了制约中小企业发展的影响因素和财政政策体系的不足,提出结构性减税、推行政府采购优先政策和直接安排政府专项资金等解决策略,研究结果为破解中小企业融资困境有指导意义。

In view of the financing difficulties of small and medium enterprises,an investigation was conducted in the small and medium-sized enterprises in Liaoning to find out factors that restrained the development of small and medium enterprises and to analyze the insufficiency of the fiscal policy system.Solutions put forward include structural tax reduction,government preferential procurement,direct arrangement of government special funds etc.The result Will well guide small and medium enterprises in solving their financing troubles.
