边远地区离退休干部医疗保障需求分析

Analysis on Health Care Service Demands of Retired Army Cadres in Remote Areas

目的通过"解剖麻雀"式的改革试点,测算边远地区离退休干部医疗保障社会化的实际经费需求。方法选定2个边远干休所,委托2所地方医院全程保障,对单位时间内(一年)发生的医疗费用进行统计分析。结果问卷显示,96%以上的离退休干部对试点改革持积极态度;通过测算,边远地区离退休干部医疗保障社会化实际经费缺口约17 600元/人.年。结论随着离休干部标准经费从8 000元/人.年提高到28 000元/人.年,边远地区离退休干部医疗保障社会化改革有了稳定的经费保障,建议由总部牵头着手顶层设计、尽快组织实施。

Objective To measure the funds requirement through the socialization reform test of medical services for retired army cadres in remote areas.Methods Selecting 2 remote cadre-recuperation areas（dot）,entrusting 2 local hospitals to provide full healthcare,the medical expense in one year were analyzed.Results Above 96% of retired cadres supported the reform,the medical funds requirement is 17600yuan/person/year.Conclusions The medical funds standard of retired army cadres is 28000yuan/person/ year（past：8000yuan/person/year）,and the author believed the funds is more enough.It was suggested to perform the socialization reform of medical services in remote areas as soon as possible.
