贸易强国视角下的流通产业结构调整

Restructuring the Circulation Industry from the Angle of Strong Trade Country

流通产业作为第三产业重要的组成部分,其国际竞争实力对我国贸易的影响日益加大。当前,我国流通业结构存在许多需要解决的问题:流通产业行业结构失衡,物流行业发展不足,新兴业态的发展缺少管制,流通产业规模结构的不平衡性仍未得到有效改善;流通产业空间结构失衡,东西部之间、城市与农村之间差距较大;流通产业技术结构失衡,传统技术仍然占据主导地位,在一定程度上影响了我国建设贸易强国的进程,制约了我国向贸易强国的转变。为加快调整流通产业结构,推动贸易强国建设,应推进流通产业政策与制度创新,做好结构调整的制度保障;建立流通企业对外投资审批制度,因地制宜地制定流通行业结构规划和方案;提高流通产业国际竞争力,发展多种业态结合的业态模式;加快企业集团化建设,优化流通产业规模结构;建立多渠道流通体系,优化流通产业空间结构;加快流通产业技术创新,进一步优化流通产业技术结构。

The international competitiveness of distribution industry,an important component of the tertiary industry,is imposing growing influence on China＇s trade.At present,there are so many issues demanding urgent solution in the structure of China＇s distribution industry,such as the imbalanced industrial structure,the lack of development,the lack of control on the development of new type of business,the imbalanced scale structure of the distribution industry,the imbalanced spatial structure,the gap between the eastern and western part of China and the gap between the urban and rural areas,and the imbalanced technological structure.To accelerate the restructure of this industry and promote constructing a strong trade country,we should,first,make policy and institutional innovation in this industry;second,we should promote the examination and approval system for the investment of distribution enterprises;third,we should enhance the international competitiveness of this industry;fourth,we should accelerate the construction of enterprise group;fifth,we should establish a multi-channel distribution system;and sixth,we should accelerate technological innovation in this industry.
