政府在学前教育发展中的作用——来自经济学理论和实践经验的分析

On the Role of the Government in the Development of Preschool Education——based on the analysis of economic theory and practical experience

学前教育的准公共产品与信任品属性及其信息的不完全与不对称、市场结构的层级分化等决定了单纯依靠市场不可能实现学前教育资源的最优分配,更不能保障学前教育公平的实现,政府干预由此必不可少。政府通常采取的干预措施主要包括国家财政支持幼儿教育,政府大力支持贫困家庭和社会不利阶层子女接受学前教育,建立健全幼儿教育信息披露制度,加强幼儿教育质量保障体系建设,严格幼儿教育师资标准等。与此同时,我们还必须警惕政府干预也可能失败,如政府也有可能因为"逐利"而出现寻租与腐败行为,政府财政直接支持的公立幼儿教育机构有过度膨胀的动机,政府可能监管不力致使学前教育资源浪费严重,政府垄断学前教育优质资源致使择园风盛行。为确保学前教育事业的健康与可持续发展,应充分发挥政府和市场各自的积极作用,特别是政府应找准自己的定位,限定自己的主要职责是为一般大众提供具有保育与看管功能的救济型学前教育,对于超出基准服务的学前教育要求,还是应当由学前教育市场来提供。为此,政府应加强学前教育公共财政制度建设,理顺现有投资体制,取消重点园、示范园、中心园,推行基准化服务,并通过购买服务等方式积极引入竞争机制,最终实现学前教育成本的合理分担与学前教育资源的公平分配。

Because of the positive externalities, incomplete information and hierachy differentiation of its market structure, Chinese preschool education can not achieve the optimal allocation of resources and guarantee the fair of education. In this case, the government intervention is essential, especially the supervision of the quality of preschool education. Through the construction of public finance system, the introduction of market competition mechanism and the implementation of equalization, the inefficiency and inequity of the government intervention could be overcome.
